My printer wont work because the ';print cartridge is blocked';. Help?

I have a HP F380 and i just changed the cartridge when i got this message. But it's not blocked and i can't make it print.My printer wont work because the ';print cartridge is blocked';. Help?
In some cases, you must ';tell'; the software that the old cartridge is gone and the new one is in. There must be an option in the menu to check when the cartridge has been replaced.

On new HP cartridges there are sometimes a small piece of clear tape over the jet heads to keep it from drying out during storage and transit. They are very easily missed. Thanks
